    Just as the printing press led to the appearance of a new set of possibilities for democracy, beginning five hundred years ago-and just as the emergence of electronic broadcasting reshaped those possibilities, beginning in the first quarter of the twentieth century-the Internet is presenting us with new possibilities to reestablish a healthy functioning self-government, even before it rivals television for an audience. In fact, the Internet is perhaps the greatest source of hope for reestablishing an open communications environment in which the conversation of democracy can flourish. It has extremely low entry barriers for individuals. The ideas that individuals contribute are dealt with, in the main, according to the rules of a meritocracy of ideas. It is the most interactive medium in history and the one with the greatest potential for connecting individuals to one another and to a universe of knowledge. An important distinction to make is that the Internet is not just another platform for disseminating the truth. It's a platform for pursuing the truth, and the decentralized creation and distribution of ideas, in the same way that markets are a decentralized mechanism for the creation and distribution of goods and services. It's a platform, in other words, for reason. But just as it is important to avoid romanticizing the printing press and the information ecosystem it created, it is also necessary to keep a clear-eyed view of the Internet's problems and abuses. It is hard to imagine any human evil that is not somehow abundantly displayed somewhere on the Internet. Parents of young children are often horrified to learn what obscene, grotesque, and savage material is all too easily available to children whose Web-surfing habits are not supervised or electronically limited. Teen suicides, bullying, depravity, and criminal behavior of all descriptions are described and-some would argue-promoted on the Internet. As with any tool put at the disposal of humankind, it can be, and is, used for evil as well as good purposes. And as always, it is up to us-particularly those of us who live in a democracy-to make intelligent choices about how and for what we use this incredibly powerful tool.

    Our political system today does not engage the best minds in our country to help us get the answers and deploy the resources we need to move into the future. Bringing these people in-with their networks of influence, their knowledge, and their resources-is the key to creating the capacity for shared intelligence that we need to solve the problems we face, before it's too late. Our goal must be to find a new way of unleashing our collective intelligence in the same way that markets have unleashed our collective productivity. "We the people" must reclaim and revitalize the ability we once had to play an integral role in saving our Constitution. The traditional progressive solution to problems that involve a lack of participation by citizens in civic and democratic processes is to redouble their emphasis on education. And education is, in fact, an extremely valuable strategy for solving many of society's ills. In an age where information has more economic value than ever before, it is obvious that education should have a higher national priority. It is also clear that democracies are more likely to succeed when there is widespread access to high-quality education. Education alone, however, is necessary but insufficient. A well-educated citizenry is more likely to be a well-informed citizenry, but the two concepts are entirely different, one from the other. It is possible to be extremely well educated and, at the same time, ill informed or misinformed. In the 1930s and 1940s, many members of the Nazi Party in Germany were extremely well educated-but their knowledge of literature, music, mathematics, and philosophy simply empowered them to be more effective Nazis. No matter how educated they were, no matter how well they had cultivated their intellect, they were still trapped in a web of totalitarian propaganda that mobilized them for evil purposes. The Enlightenment, for all of its liberating qualities-especially its empowerment of individuals with the ability to use reason as a source of influence and power-has also had a dark side that thoughtful people worried about from its beginning. Abstract thought, when organized into clever, self-contained, logical formulations, can sometimes have its own quasi-hypnotic effect and so completely capture the human mind as to shut out the leavening influences of everyday experience. Time and again, passionate believers in tightly organized philosophies and ideologies have closed their minds to the cries of human suffering that they inflict on others who have not yet pledged their allegiance and surrendered their minds to the same ideology. The freedoms embodied in our First Amendment represented the hard-won wisdom of the eighteenth century: that individuals must be able to fully participate in challenging, questioning, and thereby breathing human values constantly into the prevailing ideologies of their time and sharing with others the wisdom of their own experience."

    HUNGER AND OBESITY The change in diets around the world is also creating a global obesity epidemic-and in its wake a global diabetes epidemic-even as more than 900 million people in the world still suffer from chronic hunger. In the United States, where many global trends begin, the weight of the average American has increased by approximately twenty pounds in the last forty years. A recent study projects that half the adult population of the United States will be obese by 2030, with one quarter of them "severely obese." At a time when hunger and malnutrition are continuing at still grossly unacceptable levels in poor countries around the world {and in some pockets within developed countries}, few have missed the irony that simultaneously obesity is at record levels in developed countries and growing in many developing countries. How could this be? Well, first of all, it is encouraging to note that the world community has been slowly but steadily decreasing the number of people suffering from chronic hunger. Secondly, on a global basis, obesity has more than doubled in the last thirty years. According to the World Health Organization, almost 1.5 billion adults above the age of twenty are overweight, and more than a third of them are classified as obese. Two thirds of the world's population now live in countries where more people die from conditions related to being obese and overweight than from conditions related to being underweight. Obesity represents a major risk factor for the world's leading cause of death-cardiovascular diseases, principally heart disease and stroke-and is the major risk factor for diabetes, which has now become the first global pandemic involving a noncommunicable disease.* Adults with diabetes are two to four times more likely to suffer heart disease or a stroke, and approximately two thirds of those suffering from diabetes die from either stroke or heart disease.† The tragic increase in obesity among children is particularly troubling; almost 17 percent of U.S. children are obese today, as are almost 7 percent of all children in the world. One respected study indicates that 77 percent of obese children will suffer from obesity as adults. If there is any good news in the latest statistics, it is that the prevalence of obesity in the U.S. appears to be reaching a plateau, though the increases in childhood obesity ensure that the epidemic will continue to grow in the future, both in the U.S. and globally.     After basic needs are met, higher incomes produce gains in happiness only up to a point, beyond which further increases in consumption do not enhance a sense of well-being. The cumulative impact of surging per capita consumption, rapid population growth, human dominance of every ecological system, and the forcing of pervasive biological changes worldwide has created the very real possibility, according to twenty-two prominent biologists and ecologists in a 2012 study in Nature, that we may soon reach a dangerous "planetary scale 'tipping point.' " According to one of the coauthors, James H. Brown, "We've created this enormous bubble of population and economy. If you try to get the good data and do the arithmetic, it's just unsustainable. It's either got to be deflated gently, or it's going to burst." In the parable of the boy who cried wolf, warnings of danger that turned out to be false bred complacency to the point where a subsequent warning of a danger that was all too real was ignored. Past warnings that humanity was about to encounter harsh limits to its ability to grow much further were often perceived as false: from Thomas Malthus's warnings about population growth at the end of the eighteenth century to The Limits to Growth, published in 1972 by Donella Meadows, among others. We resist the notion that there might be limits to the rate of growth we are used to-in part because new technologies have so frequently enabled us to become far more efficient in producing more with less and to substitute a new resource for one in short supply. Some of the resources we depend upon the most, including topsoil {and some key elements, like phosphorus for fertilizers}, however, have no substitutes and are being depleted.

    This administration has not been content simply to reduce the Congress to subservience. By closely guarding information about their own behavior, they are dismantling a fundamental element of our system of checks and balances. A government for the people and by the people should be transparent to the people. Yet the Bush administration seems to prefer making policy in secret, based on information that is not available to the public and in a process that is insulated from any meaningful participation by Congress or the American people. When Congress's approval is required under our current Constitution, it is to be given without meaningful debate. As Bush said to one Republican senator in a meeting, "Look, I want your vote-I'm not going to debate it with you." When reason and logic are removed from the process of democracy-when there is no longer any purpose in debating or discussing the choices we have to make-then all the questions before us are reduced to a simple equation: Who can exercise the most raw power? The system of checks and balances that has protected the integrity of our American system for more than two centuries has been dangerously eroded in recent decades, and especially in the last six years. In order to reestablish the needed balance, and to check the dangerous expansion of an all-powerful executive branch, we must first of all work to restore the checks and balances that our Founders knew were essential to ensure that reason could play its proper role in American democracy. And we must then concentrate on reempowering the people of the United States with the ability and the inclination to fully and vigorously participate in the national conversation of democracy. I am convinced this can be done and that the American people can once again become a "well-informed citizenry." In the following chapter I outline how. CHAPTER NINE A Well-Connected Citizenry As a young lawyer giving his first significant public speech at the age of twenty-eight, Abraham Lincoln warned that a persistent period of dysfunction and unresponsiveness by government could alienate the American people and that "the strongest bulwark of any government, and particularly of those constituted like ours, may effectively be broken down and destroyed-I mean the attachment of the people."     The feelings of powerlessness are an adaptive function. The child adopts behavior that sets himself or herself up for more of the same. He or she becomes antisocial and stops evoking a feeling of warmth in other people, thus reinforcing the notion of powerlessness. Children then stay on the same pathway. These courses are not set in stone, but the longer a child stays on one course, the harder it is to move on to another. By studying the behavior of adults in later life who had shared this experience of learning powerlessness during infancy, the psychologists who specialize in attachment theory have found that an assumption of powerlessness, once lodged in the brains of infants, turns out to be difficult-though not impossible-to unlearn. Those who grow into adulthood carrying this existential assumption of powerlessness were found to be quick to assume in later life that impulsive and hostile reactions to unmet needs were the only sensible response. Indeed, longitudinal studies conducted by the University of Minnesota over more than thirty years have found that America's prison population is heavily overrepresented by people who fell into this category as infants. The key difference determining which lesson is learned and which posture is adopted rests with the pattern of communication between the infant and his or her primary caregiver or caregivers, not with the specific information conveyed by the caregiver. What matters is the openness, responsiveness, and reliability, and two-way nature of the communication environment. I believe that the viability of democracy depends upon the openness, reliability, appropriateness, responsiveness, and two-way nature of the communication environment. After all, democracy depends upon the regular sending and receiving of signals-not only between the people and those who aspire to be their elected representatives but also among the people themselves. It is the connection of each individual to the national conversation that is the key. I believe that the citizens of any democracy learn, over time, to adopt a basic posture toward the possibilities of self-government.
